         MEASURES READ THE FIRST TIME--H.R. 5759 AND H.R. 5771

  Mr. REID. Mr. President, I understand there are two bills at the 
desk, and I ask for their first reading en bloc.
  The PRESIDING OFFICER. The clerk will read the bills by title for the 
first time.
  The bill clerk read as follows:

       A bill (H.R. 5759) to establish a rule of construction 
     clarifying the limitations on executive authority to provide 
     certain forms of immigration relief.
       A bill (H.R. 5771) to amend the Internal Revenue Code of 
     1986 to extend certain expiring provisions and make technical 
     corrections, to amend the Internal Revenue Code of 1986 to 
     provide for the tax treatment of ABLE accounts established 
     under State programs for the care of family members with 
     disabilities, and for other purposes.

  Mr. REID. I now ask for a second reading on both of these measures 
but object to my own request.
  The PRESIDING OFFICER. Objection having been heard, the bills will be 
read for the second time on the next legislative day.
