         FEDERAL INFORMATION SECURITY MODERNIZATION ACT OF 2014

  Mr. REID. I ask unanimous consent that the Senate proceed to the 
consideration of Calendar No. 564, S. 2521.
  The PRESIDING OFFICER. The clerk will report the bill by title.
  The bill clerk read as follows:

       A bill (S. 2521) to amend chapter 35 of title 44, United 
     States Code, to provide for reform to Federal information 
     security.

  There being no objection, the Senate proceeded to consider the bill.
  Mr. REID. I ask unanimous consent that the Carper-Coburn substitute 
amendment, which is at the desk, be agreed to; the bill, as amended, be 
read a third time; and the Senate proceed to vote on passage.
