                          PERSONAL EXPLANATION

  Ms. JACKSON LEE. Mr. Speaker, I was unavoidably detained by a meeting 
on constituency matters on rollcall vote No. 521 and 522. If I had been 
present, I would have voted ``no'' on rollcall vote No. 521 and ``no'' 
on rollcall vote No. 522.
