                            MORNING BUSINESS

  The PRESIDING OFFICER. Under the previous order, the Senate will be 
in a period of morning business until 5:30 p.m., with Senators 
permitted to speak for up to 10 minutes each, with the time equally 
divided and controlled between the two leaders or their designees.
  Mr. LEAHY. Mr. President, I suggest the absence of a quorum.
  The PRESIDING OFFICER. The clerk will call the roll.
