                  MEASURE READ THE FIRST TIME--H.R. 4

  Mr. WHITEHOUSE. Mr. President, I understand that H.R. 4 has been 
received from the House and is at the desk.
  The PRESIDING OFFICER. The clerk will read the bill by title for the 
first time.
  The assistant legislative clerk read as follows:

       A bill (H.R. 4) to make revisions to Federal law to improve 
     the conditions necessary for economic growth and job 
     creation, and for other purposes.

  Mr. WHITEHOUSE. I would ask for its second reading and object to my 
own request.
  The PRESIDING OFFICER. Objection is heard. The bill will be read for 
the second time on the next legislative day.
