 NOMINATION OF RANDOLPH D. MOSS TO BE UNITED STATES DISTRICT JUDGE FOR 
                        THE DISTRICT OF COLUMBIA

  The PRESIDING OFFICER. The clerk will report the nomination.
  The assistant legislative clerk read the nomination of Randolph D. 
Moss, of Maryland, to be United States District Judge for the District 
of Columbia.
  The PRESIDING OFFICER. Under the previous order, there will be 2 
minutes of debate equally divided prior to the vote on the motion to 
invoke cloture on the May nomination.
  Mr. LEAHY. Mr. President, I ask unanimous consent that the time be 
yielded back.
