  Mr. REID. Mr. President, I ask unanimous consent that the Senate 
proceed to the immediate consideration, en bloc, of the following

S. Res. 559; and S. Res. 560.
  There being no objection, the Senate proceeded to consider the

the preambles be agreed to, and the motions to reconsider be laid on 
the table, en bloc, with no intervening action or debate.
