LAW SCHOOL CLINIC CERTIFICATION PROGRAM ESTABLISHMENT
The SPEAKER pro tempore. Pursuant to clause 8 of rule XX, proceedings

will resume on the motion to suspend the rules previously postponed.
The unfinished business is the vote on the motion to suspend the
rules and pass the bill (H.R. 5108) to establish the Law School Clinic
Certification Program of the United States Patent and Trademark Office,
and for other purposes, as amended, on which the yeas and nays were
ordered.
The Clerk read the title of the bill.

pass the bill, as amended.

``yea'' to ``nay.''
Mr. GARAMENDI changed his vote from ``nay'' to ``yea.''
So (two-thirds being in the affirmative) the rules were suspended and
the bill, as amended, was passed.
The result of the vote was announced as above recorded.
A motion to reconsider was laid on the table.

Mr. PASCRELL. Mr. Speaker, I want to state for the record that today,
September 15, 2014, I was unavoidably detained in my district and
missed the one rollcall vote of the day. Had I been present I would
have voted: ``aye''--Rollcall vote 497--H.R. 5108--To establish the Law
School Clinic Certification Program of the U.S. Patent and Trademark
Office.
