                          PERSONAL EXPLANATION

  Ms. JACKSON LEE. Mr. Speaker, I was unavoidably delayed in a security 
briefing on the issues dealing with the terrorist group ISIL and I 
missed the vote on the motion to recommit on H.R. 3522, the Employee 
Health Care Protection Act. If I had been present, I would have voted 
``aye.''
