                            VOTE EXPLANATION

  Mr. SCHATZ. Madam President, I was absent on July 28, 2014, and 
missed the opportunity to vote on the confirmation of Ms. Pamela Harris 
to be U.S. Circuit Judge for the Fourth Circuit, Vote No. 242.
  I wish to state for the record my support for Ms. Harris's 
nomination, and that I would have voted aye on Ms. Harris's nomination.
