                  MEASURE READ THE FIRST TIME--S. 2685

  Mr. REID. Mr. President, I understand S. 2685 is due for its first 
reading.
  The PRESIDING OFFICER. The clerk will read the bill by title for the 
first time.
  The assistant legislative clerk read as follows:

       A bill (S. 2685) to reform the authorities of the Federal 
     Government to require the production of certain business 
     records, conduct electronic surveillance, use pen registers 
     and trap and trace devices, and use other forms of 
     information gathering for foreign intelligence, 
     counterterrorism, and criminal purposes, and for other 
     purposes.

  Mr. REID. I ask for a second reading and object to my own request.
  The PRESIDING OFFICER. Objection having been heard, the bill will be 
read for the second time on the next legislative day.
