          MEASURES READ THE FIRST TIME--S. 2673 AND H.R. 3393

  Mr. REID. Mr. President, I understand there are two bills at the 
desk, and I ask for their first reading en bloc.
  The PRESIDING OFFICER. The clerk will report the bills by title.
  The assistant bill clerk read as follows:

       A bill (S. 2673) to enhance the strategic partnership 
     between the United States and Israel.
       A bill (H.R. 3393) to amend the Internal Revenue Code of 
     1986 to consolidate certain tax benefits for educational 
     expenses, to amend the Internal Revenue Code of 1986 to make 
     improvements to the child tax credit, and for other purposes.

  Mr. REID. I now ask for the second reading of both of these matters 
and object my own request.
  The PRESIDING OFFICER. The objections are noted and heard. The bills 
will receive their second reading on the next legislative day.
