MEASURES READ THE FIRST TIME--S. 2578 AND S. 2579
Mr. REID. Mr. President, I am told that there are two bills at the
desk, and I ask for their first reading en bloc.
The PRESIDING OFFICER. The clerk will read the bills by title for the
first time en bloc.
The assistant bill clerk read as follows:
A bill (S. 2578) to ensure that employers cannot interfere
in their employees' birth control and other health care
decisions.
A bill (S. 2579) to require the Secretary of State to offer
rewards totaling up to $5,000,000 for information on the
kidnapping and murder of Naftali Fraenkel, a dual United
States-Israeli citizen, that began on June 12, 2014.
Mr. REID. Mr. President, I now ask for a second reading on these two
bills but object to my own request en bloc.
The PRESIDING OFFICER. Objection is heard.
The bills will be read for the second time on the next legislative
day.
Mr. REID. I suggest the absence of a quorum.
The PRESIDING OFFICER. The clerk will call the roll.
The assistant bill clerk proceeded to call the roll.
Mr. REID. Mr. President, I ask unanimous consent that the order for
