prior to the vote on the Crawford nomination.

Mr. LEAHY. Madam President, is this the Crawford nomination?
The PRESIDING OFFICER. The Senator is correct.
Mr. LEAHY. Let me say he is strongly supported by both Senators from
Vermont, and I might say also by the people of Vermont.
