                  MEASURE READ THE FIRST TIME--S. 2491

  Mr. REID. Mr. President, I understand that S. 2491 is at the desk, 
and I now ask, through the direction of the Chair, for its first 
reading.
  The PRESIDING OFFICER. The clerk will read the bill by title for the 
first time.
  The legislative clerk read as follows:

       A bill (S. 2491) to protect the Medicare program under 
     title XVIII of the Social Security Act with respect to 
     reconciliation involving changes to the Medicare program.

  Mr. REID. Mr. President, I ask for its second reading but object to 
my own request.
  The PRESIDING OFFICER. Objection is heard.
  The bill will be read for the second time on the next legislative 
day.
  Mr. REID. Mr. President, this bill is long overdue. I appreciate very 
much the work done by the author of this legislation, the senior 
Senator from Arkansas, Mr. Pryor.
