                            MORNING BUSINESS

  The ACTING PRESIDENT pro tempore. Under the previous order, the 
Senate will be in a period of morning business until 11:30 a.m., with 
Senators permitted to speak therein for up to 10 minutes each, with the 
time being equally divided or controlled between the two leaders or 
their designees, with the Republicans controlling the first 30 minutes 
and the majority controlling the next 30 minutes.
  Mr. REID. Mr. President, I suggest the absence of a quorum, and I ask 
unanimous consent that the time be charged equally.
