             CLARIFYING RESPONSIBILITY OF SENATE COMMITTEES

  Mr. REID. Mr. President, I further ask unanimous consent that S. Res. 
470, which is at the desk, be placed on the calendar and that upon the 
enactment into law of the language of title IV of S. 1681, as amended, 
the Senate proceed to the consideration of the resolution; that the 
resolution be agreed to and the motions to reconsider be considered 
made and laid upon the table, with no intervening action or debate.
