  S.J. Res. 39. A joint resolution relating to the approval of the 
proposed Agreement for Cooperation Between the Government of the United 
States of America and the Government of the Socialist Republic of 
Vietnam Concerning the Peaceful Uses of Nuclear Energy; to the 
Committee on Foreign Relations.
  Mr. REID. Mr. President, I ask unanimous consent that the text of the 
joint resolution be printed in the Record.
  There being no objection, the text of the joint resolution was

       Resolved by the Senate and House of Representatives of the 
     United States of America in Congress assembled, That the 
     Congress does favor the proposed agreement for cooperation 
     transmitted to the Congress by the President on May 8, 2014.
