NOMINATION OF GREGG JEFFREY COSTA TO BE UNITED STATES CIRCUIT JUDGE FOR 
                           THE FIFTH DISTRICT

  The PRESIDING OFFICER. Under the previous order, the clerk will 
report the Costa nomination.
  The assistant legislative clerk read the nomination of Gregg Jeffrey 
Costa, of Texas, to be United States Circuit Judge for the Fifth 
Circuit.
  The PRESIDING OFFICER. There will now be 2 minutes of debate, equally 
divided in the usual form.
