         MEASURES READ THE FIRST TIME--H.R. 2824 AND H.R. 3826

  Mr. SCHATZ. Mr. President, I understand that there are two bills at 
the desk, and I ask for their first reading en bloc.
  The PRESIDING OFFICER. The clerk will read the bills by title for the 
first time.
  The assistant legislative clerk read as follows:

       A bill (H.R. 2824) to amend the Surface Mining Control and 
     Reclamation Act of 1977 to stop the ongoing waste by the 
     Department of the Interior of taxpayer resources and 
     implement the final rule on excess spoil, mining waste, and 
     buffers for perennial and intermittent streams, and for other 
     purposes.
       A bill (H.R. 3826) to provide direction to the 
     Administrator of the Environmental Protection Agency 
     regarding the establishment of standards for emissions of any 
     greenhouse gas from fossil fuel-fired electric utility 
     generating units, and for other purposes.

  Mr. SCHATZ. Mr. President, I now ask for a second reading, and I 
object to my own request, all en bloc.
  The PRESIDING OFFICER. Objection having been heard, the bills will be 
read for the second time on the next legislative day.
