        Committee on Homeland Security and Governmental Affairs

  Mr. KAINE. Mr. President, I ask unanimous consent that the Committee 
on Homeland Security and Governmental Affairs be authorized to meet 
during the session of the Senate on March 31, 2014, at 3 p.m. to 
conduct a hearing entitled ``Management Matters: Creating a 21st 
Century Government--Part II, Outside Views.''
