  Mr. REID. I understand S. 2122 is due for a second reading.
  The PRESIDING OFFICER. The Senator is correct.
  The clerk will read the bill by title for the second time.
  The legislative clerk read as follows:

       A bill (S. 2122) to amend titles XVII and XIX of the Social 
     Security Act to repeal the Medicare sustainable growth rate 
     and to improve Medicare and Medicaid payments, and for other 
     purposes.

  Mr. REID. I object to any further proceedings with respect to this 
bill.
