          MEASURES READ THE FIRST TIME--S. 2110 AND H.R. 4152

  Mr. DURBIN. I understand there are two bills at the desk, and I ask 
for their first reading.
  The PRESIDING OFFICER. The clerk will read the bills by title for the 
first time.
  The assistant legislative clerk read as follows:

       A bill (S. 2110) to amend titles XVIII and XIX of the 
     Social Security Act to repeal the Medicare sustainable growth 
     rate and to improve Medicare and Medicaid payments, and for 
     other purposes.
       A bill (H.R. 4152) to provide for the costs of loan 
     guarantees for Ukraine.

  Mr. DURBIN. I now ask for a second reading en bloc and object to my 
own request en bloc.
  The PRESIDING OFFICER. Objection having been heard, the bills will be 
read for the second time on the next legislative day.
