  Mr. REID. I ask unanimous consent that Senator Ayotte be recognized 
for up to 3 minutes to comment on the passage of S. 1917; further, that 
following her remarks, the Senate proceed to a period of morning 
business; that the time be controlled in alternating 45-minute blocks, 
with the majority controlling the first 45 minutes.
