                  MEASURE READ THE FIRST TIME--S. 2077

  Mr. REID. Mr. President, S. 2077 is due for its first reading, I am 
told.
  The PRESIDING OFFICER. The clerk will read the bill by title for the 
first time.
  The assistant legislative clerk read as follows:

       A bill (S. 2077) to provide for the extension of certain 
     unemployment benefits, and for other purposes.

  Mr. REID. I ask for a second reading of this legislation but object 
to my own request.
  The PRESIDING OFFICER. Objection having been heard, the bill will be
