 MEASURES PLACED ON THE CALENDAR--S. 2062, S. 2066, S. 2067, and H.R. 
                                  3865

  Mr. REID. Mr. President, I understand there are four bills due for a 
second reading.
  The PRESIDENT pro tempore. The leader is correct.
  The clerk will read the bills by title for the second time.
  The legislative clerk read as follows:

       A bill (S. 2062) to authorize Members of Congress to bring 
     an action for declaratory and injunctive relief in response 
     to a written statement by the President or any other official 
     in the executive branch directing officials of the executive 
     branch to not enforce a provision of law.
       A bill (S. 2066) to amend title 18, United States Code, to 
     prohibit the intentional discrimination of a person or 
     organization by an employee of the Internal Revenue Service.
       A bill (S. 2067) to prohibit the Department of the Treasury 
     from assigning tax statuses to organizations based on their 
     political beliefs and activities.
       An act (H.R. 3865) to prohibit the Internal Revenue Service 
     from modifying the standard for determining whether an 
     organization

     is operated exclusively for the promotion of social welfare 
     for purposes of section 501(c)(4) of the Internal Revenue 
     Code of 1986.

  Mr. REID. I would object to any further proceedings with respect to 
these bills en bloc.
