         MEASURES READ THE FIRST TIME--H.R. 3590 AND H.R. 3964

  Mr. REID. Mr. President, I am told that there are two bills at the 
desk, and I ask for their first reading en bloc.

  The PRESIDING OFFICER. The clerk will read the bills by title for the 
first time.
  The legislative clerk read as follows:

       A bill (H.R. 3590) to protect and enhance opportunities for 
     recreational hunting, fishing, and shooting, and for other 
     purposes.
       A bill (H.R. 3964) to address certain water-related 
     concerns in the Sacramento-San Joaquin Valley, and for other 
     purposes.

  Mr. REID. I now ask for a second reading en bloc, but I object to my 
own request en bloc.
  The PRESIDING OFFICER. Objection having been heard, the bills will be 
read for the second time on the next legislative day.
