              AGRICULTURAL ACT OF 2014--CONFERENCE REPORT

  The PRESIDING OFFICER. The majority leader.
  Mr. REID. Madam President, I ask unanimous consent that the Senate 
proceed to the conference report to accompany H.R. 2642.
  The PRESIDING OFFICER. The clerk will report.
  The assistant legislative clerk read as follows:

       The committee of conference on the disagreeing votes of the 
     two Houses on the amendment of the House to the amendment of 
     the Senate to the bill (H.R. 2642), to provide for the reform 
     and continuation of agricultural and other programs of the 
     Department of Agriculture through fiscal year 2018, and for 
     other purposes, having met, have agreed that the House recede 
     from its amendment to the amendment of the Senate and agree 
     to the same with an amendment, and the Senate agree to the 
     same, signed by a majority of all conferees on the part of 
     both Houses.

  The PRESIDING OFFICER. Is there objection to proceeding with the 
conference report?
  Without objection, the Senate will proceed.

  Mr. REID. I have a cloture motion that I ask be reported.
  The PRESIDING OFFICER. The cloture motion having been presented under 
rule XXII, the Chair directs the clerk to read the motion.

                             Cloture Motion

       We, the undersigned Senators, in accordance with the 
     provisions of rule XXII of the Standing Rules of the Senate, 
     hereby move to bring to a close debate on the conference 
     report to accompany H.R. 2642, the Federal Agricultural 
     Reform and Risk Management Act.
         Harry Reid, Debbie Stabenow, Robert Menendez, Bill 
           Nelson, Tom Harkin, Tammy Baldwin, Jon Tester, Michael 
           F. Bennet, Patrick J. Leahy, Max Baucus, Amy Klobuchar, 
           Heidi Heitkamp, Joe Donnelly, Richard J. Durbin, Mark 
           Udall, Martin Heinrich, Sherrod Brown.

  Mr. REID. I ask unanimous consent that the mandatory quorum under 
rule XXII be waived; that the cloture vote occur at 5:30 p.m. on 
Monday, February 3; that if cloture is invoked, there be 20 minutes 
remaining postcloture at 2:15 p.m., Tuesday, February 4, to be equally 
divided between the two leaders or their designees; that upon the use 
or yielding back of that time, all postcloture time be considered 
expired and the Senate proceed to vote on adoption of the conference 
report.
