CLARIFYING THE NATIVE AMERICAN VETERANS' MEMORIAL ESTABLISHMENT ACT OF 
                                  1994

  Mr. PRYOR. I ask unanimous consent that the Senate proceed to the 
immediate consideration of H.R. 2319, which is at the desk.
  The PRESIDING OFFICER. The clerk will report the bill by title.
  The legislative clerk read as follows:

       A bill (H.R. 2319) to clarify certain provisions of the 
     Native American Veterans' Memorial Establishment Act of 1994.

  There being no objection, the Senate proceeded to consider the bill.
  Mr. PRYOR. I further ask that the bill be read three times and passed 
and the motions to reconsider be considered made and laid upon the 
table, with no intervening action or debate.
