  Mr. REID. Mr. President, I ask unanimous consent that the Environment 
and Public Works Committee be discharged from further consideration of 
H.R. 2251 and that the Senate proceed to its consideration and the 
consideration of H.R. 185 which was received from the House and is at 
the desk.
