  Mr. REID. Madam President, I ask unanimous consent the Senate proceed 
to the consideration of S. Res. 295, 296, 297, en bloc.
  There being no objection, the Senate proceeded to consider the 
resolutions en bloc.
  Mr. REID. Madam President, I ask unanimous consent the resolutions be 
agreed to, the preambles be agreed to, the motions to reconsider be 
laid upon the table en bloc, with no intervening action or debate.
