                  MEASURE READ THE FIRST TIME--S. 1661

  Mr. REID. Mr. President, I am told that there is a bill at the desk 
due for its first reading.
  The PRESIDING OFFICER. The clerk will report the title of the bill 
for the first time.
  The bill clerk read as follows:

       A bill (S. 1661) to require the Secretary of State to offer 
     rewards of up to $5,000,000 for information regarding the 
     attacks on the United States diplomatic mission at Benghazi, 
     Libya that began on September 11, 2012.

  Mr. REID. Mr. President, I now ask for a second reading, and in order 
to place the bill on the calendar under the provisions of rule XIV, I 
object to my own request.
  The PRESIDING OFFICER. Objection is heard. The bill will be read for 
the second time on the next legislative day.
