  Mr. REID. Mr. President, I ask unanimous consent that the Senate 
proceed to S. Res. 283, which was submitted earlier today.
  The PRESIDING OFFICER. The clerk will report the resolution by title.

       A resolution (S. Res. 283) to constitute the majority 
     party's membership on certain committees for the One Hundred 
     Thirteenth Congress, or until their successors are chosen.

  There being no objection, the Senate proceeded to consider the
