             LET'S GET OUR SPENDING AND DEBT UNDER CONTROL

  (Mr. MICA asked and was given permission to address the House for 1 
minute and to revise and extend his remarks.)
  Mr. MICA. Mr. Speaker, it has been a while. I know the American 
people are frustrated with the shutdown, and a week from now, the 
country will default if action is not taken.
  How we got into this situation is not that complicated. You can only 
continue to spend so much of the public's money, and then you run out 
of the public's money.
  After years, 4 years of unchecked spending, when the Democrats 
controlled the House, the Senate and the White House, it has caught up 
with us. We put the brakes on 2 years ago, and this is a difficult way 
to put the brakes on now.
  No one likes it. The American people don't like it. But we have got 
to get our spending and we have got to get our debt under control. You 
continue to spend, you incur debt.
  Next week we'll go from $17 trillion to probably a request for 
another $1 trillion. That's not sustainable. We must work together to 
resolve this in the long-term interest and national economic and 
financial security of our Nation.
