audit, investigate, and perform other oversight activities
relating to the fund and the functions financed by the fund
for the applicable fiscal year, which shall not exceed 0.33
percent of the total budgetary authority requested in the
budget estimates submitted to Congress by the Office for that
fiscal year.''.

reported substitute amendment be agreed to, the bill, as amended, be
read a third time and passed, the Carper title amendment, which is at
the desk, be agreed to, and the motions to reconsider be laid upon the
table with no intervening action or debate.
