                           YERTLE THE TURTLE

House for 1 minute.)
  Ms. FRANKEL of Florida. Mr. Speaker, as we enter day 10 of this 
reckless and irresponsible government shutdown, I once again turn to 
Dr. Seuss, the well-known author, best known for being able to 
communicate well to children.

  Some wisdom from ``Yertle the Turtle'':

       I am Yertle the Turtle. Oh, marvelous me, for I am the 
     ruler of all that I see.
       Your majesty, please. I don't like to complain, but down 
     here below, we are feeling great pain.
