                          PRAY FOR OUR LEADERS

  (Mr. WALBERG asked and was given permission to address the House for 
1 minute.)
  Mr. WALBERG. Mr. Speaker, as we all are well aware, a lot of emotion 
is in this Chamber and in this body at this time, and maybe that is the 
way it should be.
  We remember back to the first Constitutional Convention that it 
almost shut down as well, until Benjamin Franklin stood up and said, We 
need to go to prayer, asking for the wisdom of the Almighty. Maybe that 
is what we need as well.
  Mr. Speaker, above your rostrum there are words etched into stone 
from Daniel Webster, who said:

       Let us develop the resources of our land, call forth its 
     powers, build up its institutions, promote all its great 
     interests, and see whether we also, in our day and 
     generation, may not perform something worthy to be 
     remembered.

  Mr. Speaker, that is what we need to be doing. And so, as today, 
thankfully, the President and leadership in the House are meeting in 
negotiations, I call for our citizens, as well as us, to be in prayer, 
asking for wisdom for the President, for our leaders to come to a 
conclusion that will move this country forward.
