             HONORING THE SERVICE OF CONGRESSMAN BILL YOUNG

  (Mr. CLYBURN asked and was given permission to address the House for 
1 minute and to revise and extend his remarks.)
  Mr. CLYBURN. Mr. Speaker, one of the great pleasures that I have had 
serving in this august body is the people with whom I have interacted 
over the years, and one such person is Representative Bill Young.
  Now, I know that we have a lot of issues to be discussing, and I will 
be discussing them, but I wanted to take time out today to say how much 
I appreciate serving with a gentleman whom I have gotten to know, love, 
and respect. He has been in this body for over 42 years, and I have 
spent my better than 20 years mostly serving on the Appropriations 
Committee. It was a great pleasure serving with Bill Young.
  Bill has said to reporters that he is a bit disappointed in the 
current state of affairs. He says this is a different Congress. He is 
right. It is going to be even more so without his great service.
