 MEASURES READ THE FIRST TIME--H.J. RES 84, H.J. RES. 89, H.J. RES 90, 
                            AND H.J. RES. 91

  Mr. CASEY. Mr. President, I understand there are four measures at the 
desk, and I ask for their first reading en bloc.
  The PRESIDING OFFICER. Without objection, the clerk will read the 
joint resolutions by title.
  The legislative clerk read as follows:

       A joint resolution (H.J. Res. 84) making continuing 
     appropriations for Head Start for fiscal year 2014, and for 
     other purposes.
       A joint resolution (H.J. Res. 89, making appropriations for 
     the salaries and related expenses of certain Federal 
     employees during a lapse in funding authority for fiscal year 
     2014, to establish a bicameral working group on deficit 
     reduction and economic growth, and for other purposes.
       A joint resolution (H.J. Res. 90) making continuing 
     appropriations for the Federal Aviation Administration for 
     the fiscal year 2014, and for other purposes.
       A joint resolution (H.J. Res. 91) making continuing 
     appropriations for death gratuities and related survivor 
     benefits for survivors of deceased military servicemembers of 
     the Department of Defense for fiscal year 2014, and for other 
     purposes.

  Mr. CASEY. I now ask for a second reading en bloc, and I object to my 
own request en bloc.
  The PRESIDING OFFICER. Objection is heard.
  The measures will be read for the second time on the next legislative 
day.
