                            MORNING BUSINESS

  Mr. REID. Mr. President, I ask unanimous consent that there be a 
period of morning business for debate only until 11 p.m., with Senators 
permitted to speak for up to 10 minutes each, and that at 11 o'clock I 
be recognized.

  Mr. REID. Mr. President, there is some dispute here. I thought I said 
that there would be 10 minutes for debate only and that at 11 o'clock I 
would be recognized. I want to make sure I said ``for debate only'' 
because there is some dispute as to whether I said that.
