  Mr. REID. Mr. President, I ask unanimous consent that the Senate 
proceed

to a period of morning business for debate only until 4 p.m., with 
Senators permitted to speak for up to 10 minutes each; further, that 
the time until 4 p.m. be equally divided between the two leaders or 
their designees, with the majority leader to be recognized at 4 p.m.
  I ask unanimous consent that the first speaker to be recognized be
