CELEBRATING THE 200TH AUGUST QUARTERLY FESTIVAL IN WILMINGTON, DELAWARE

  Mr. REID. Madam President, I ask unanimous consent that the Judiciary 
Committee be discharged from further consideration of S. Res. 199, and 
the Senate proceed to its consideration.

       A resolution (S. Res. 199) celebrating the 200th August 
     Quarterly Festival taking place from August 18, 2013, through 
     August 25, 2013, in Wilmington, Delaware.

  There being no objection, the Senate proceeded to consider the 
resolution.

resolution be agreed to, the preamble be agreed to, and the motions to

debate.
