    IMPROVE HYDROPOWER ACT AND HYDROPOWER DEVELOPMENT UNDER FEDERAL 
                              RECLAMATION

  Mr. REID. Madam President, I ask unanimous consent that the Senate 
proceed to consideration of the following bills en bloc: Calendar No. 
71, H.R. 267, and Calendar No. 72, H.R. 678.
  The PRESIDING OFFICER. The clerk will report the bills by title.
  The assistant legislative clerk read as follows:

       A bill (H.R. 267) to approve hydropower, and for other 
     purposes.
       A bill (H.R. 678) to authorize all Bureau of Reclamation 
     conduit facilities for hydropower development under Federal 
     Reclamation law, and for other purposes.

  There being no objection, the Senate proceeded to the bills en bloc.
  Mr. REID. Madam President, I ask unanimous consent the bills be read 
a third time and passed en bloc, and that the motions to reconsider be 
laid upon the table, with no intervening action or debate.
  The PRESIDING OFFICER. Without objection, it is so ordered.
  The bills (H.R. 267 and H.R. 678) were ordered to a third reading, 
were read the third time, and passed.
