                               TO PROCEED

  Mr. REID. Mr. President, I move to proceed to Calendar No. 154, S. 
1392.
  The PRESIDING OFFICER. The clerk will report the motion.

     promote energy savings in residential buildings and industry, 
     and for other purposes.
