    IMPROVING THE HOME EQUITY CONVERSION MORTGAGE INSURANCE PROGRAM

  Mr. BLUMENTHAL. I ask unanimous consent the Banking, Housing and 
Urban Affairs Committee be discharged from further consideration of 
H.R. 2167, and the Senate proceed to its consideration.
  The PRESIDING OFFICER. Without objection, it is so ordered. The clerk 
will report the bill by title.
  The bill clerk read as follows:

       A bill (H.R. 2167) to authorize the Secretary of Housing 
     and Urban Development to establish additional requirements to 
     improve the fiscal safety and soundness of the home equity 
     conversion mortgage insurance program.

  There being no objection, the Senate proceeded to consider the bill.
  Mr. BLUMENTHAL. I ask unanimous consent the bill be read a third time 
and passed and the motion to reconsider be laid upon the table, with no 
intervening action or debate.
