The SPEAKER pro tempore. The unfinished business is the vote on the
motion to suspend the rules and pass the bill (H.R. 1171) to amend
title 40, United States Code, to improve veterans service organizations
access to Federal surplus personal property, on which the yeas and nays
were ordered.

gentleman from Florida (Mr. DeSantis) that the House suspend the rules
and pass the bill.

So (two-thirds being in the affirmative) the rules were suspended and
the bill was passed.

Personal explanation
Ms. SINEMA. Mr. Speaker, due to my attendance at the memorial service
in Arizona for the Prescott Fire Department's Granite Mountain Hotshots
who lost their lives in the Yarnell Fire, I will miss votes this
evening, July 8, 2013. Had I been present, I would have voted ``yea''
on all three measures, H.R. 1341--Financial Competitive Act of 2013,
H.R. 1564--Audit Integrity and Job Protection Act, and H.R. 11711--FOR
VETS Act of 2013, under consideration this evening.
Mrs. KIRKPATRICK. Mr. Speaker, due to my attendance at the memorial

present, I would have voted the following way on these suspension
