            REJECT PAIN-CAPABLE UNBORN CHILD PROTECTION ACT

  (Ms. CASTOR of Florida asked and was given permission to address the 
House for 1 minute and to revise and extend her remarks.)
  Ms. CASTOR of Florida. Mr. Speaker, America faces so many challenges 
today: How do we create more jobs? How do we boost economic growth? How 
do we support middle class families and small businesses, build things 
in America again, improve our schools, and invest in our 
infrastructure?
  So is Congress considering any of these important matters today? No. 
In fact, here in the middle of June, the Republican-controlled Congress 
has not scheduled any legislation on any of those important matters. 
Instead, their priority today is H.R. 1797, where the all-male House 
Judiciary Committee and the House Republican leadership intends to 
interject themselves into the private medical decisions of women and 
their doctors. They discount the health of the woman. They run counter 
to what medical professionals, including the American College of 
Obstetricians and Gynecologists, say is appropriate.
  So I urge my colleagues to reject H.R. 1797. Do not obliterate our 
constitutional right to privacy. Do not take such personal decisions 
out of the hands of women and their doctors. Reject this extreme bill.
