                         DISCHARGE AND REFERRAL

  Mr. REID. Mr. President, I ask unanimous consent that the 
Appropriations Committee be discharged from further consideration of 
H.R. 2217; that the papers with respect to the bill be returned to the 
House of Representatives as requested by the House; and when the bill 
is received back in the Senate it be referred to the Appropriations 
Committee, with no intervening action or debate.
