          MEASURES PLACED ON THE CALENDAR--H.R. 3 AND H.R. 271

  Mr. REID. Mr. President, I understand there are two bills at the desk 
due for a second reading.
  The ACTING PRESIDENT pro tempore. The leader is correct. The clerk 
will read the titles of the bills for a second time.
  The legislative clerk read as follows:

       A bill (H.R. 3) to approve the construction, operation, and 
     maintenance of the Keystone XL pipeline, and for other 
     purposes.
       A bill (H.R. 271) to clarify that compliance with an 
     emergency order under section 202(c) of the Federal Power Act 
     may not be considered a violation of any Federal, State, or 
     local environmental law or regulation, and for other 
     purposes.

  Mr. REID. Mr. President, I object to further proceedings with regard 
to both of these matters.
  The ACTING PRESIDENT pro tempore. Objection having been heard, the 
measures will now be placed on the calendar.
