MEASURES READ THE FIRST TIME--H.R. 3 AND H.R. 271
Mr. REID. Mr. President, I am told there are two bills at the desk.
If that is the case, I ask for their first reading.
The PRESIDING OFFICER. The clerk will read the bills by title for the
first time.
The assistant legislative clerk read as follows:
A bill (H.R. 3) to approve the construction, operation, and
maintenance of the Keystone XL Pipeline, and for other
purposes.
A bill (H.R. 271) to clarify that compliance with an
emergency order under section 202(c) of the Federal Power Act
may not be considered a violation of any Federal, State, or
local environmental law or regulation, and for other
purposes.
Mr. REID. I now ask for a second reading and object to my own
request, all en bloc.
The PRESIDING OFFICER. Objection having been heard, the bills will be
read for the second time on the next legislative day.
